Peer Review Process
Journal of Public Governance, Health and Law (JPGHL) uses double-blind peer review: author identities are concealed from reviewers, and reviewer identities are concealed from authors. Each manuscript is reviewed by at least two independent reviewers with relevant expertise, from institutions different from the authors’. The Editor-in-Chief makes the final decision based on the reviewers’ recommendations.

At least two reviewers are invited, with a 7-day response deadline.

Assessment of substance, novelty, methodology, discussion, and references using the journal’s review form.
Editorial decision ≤ 1 week
Editor-in-Chief
The decision is sent to the author together with the review reports.
Revision 2–4 weeks
Author
The author revises the manuscript and attaches a response-to-reviewers table. Minor revisions within 14 days; major revisions within 28 days.

The editor checks the revision; a second review round is held if needed.
Acceptance and APC ≤ 2 weeks

A Letter of Acceptance and an APC invoice of IDR 600,000 are issued.

Language and house-style editing, citation checks, and author confirmation.

Layout Editor · author
Layout, PDF galley, author proofreading, and DOI registration.
Publication June / December
Managing Editor
The article is published in the next available issue.
Review Criteria
- Fit with the JPGHL scope and scientific novelty.
- Clarity of background, research gap, and objectives.
- Appropriateness and rigour of the methods.
- Depth of results and discussion, including links to theory and prior research.
- Soundness of conclusions and their theoretical and practical implications.
- Language quality, clarity of writing, and template compliance.
- Relevance and currency of references (APA 7th Edition, at least 80% primary sources from the last five years).
Decision Categories
Accept Submission
Accepted without changes or with minor editorial corrections.
Revisions Required
Accepted subject to minor or major revisions checked by the editor.
Resubmit for Review
Substantial changes needed; the manuscript is re-reviewed as a new submission.
Decline Submission
Rejected as out of scope, below scientific standards, or in breach of ethics.
Additional Provisions
- Manuscripts not revised within the deadline without notice are considered withdrawn.
- Authors may appeal a rejection by writing to the Editor-in-Chief within 14 days with a scholarly justification.
- Manuscripts authored by editorial board members are handled by another editor and still undergo double-blind peer review.
- Reviewers and editors must keep manuscripts confidential and must not upload them to AI tools.
