Submissions
Submission Preparation Checklist
As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.- The submission has not been previously published and is not under consideration by another journal (or an explanation has been provided in Comments to the Editor).
- The topic fits the Focus and Scope of the Journal of Public Governance, Health and Law.
- The manuscript uses the official JPGHL template in Microsoft Word format (.doc/.docx), is 5,000–8,000 words long, and includes a bilingual abstract of 150–250 words.
- The manuscript file has been anonymised and contains no author names, affiliations, or identifying information, including in the document properties, in line with double-blind review.
- The similarity index is no more than 20% (Turnitin), and any use of AI has been disclosed in a Declaration of AI Use.
- Citations and references are managed with Mendeley/Zotero in APA 7th Edition, with at least 20 references, at least 80% primary sources from the last five years, and DOIs where available.
- The authors understand that submission is free, agree to the APC of IDR 600,000 if the manuscript is accepted, and accept the CC BY 4.0 license.

Authors who publish in Journal of Public Governance, Health and Law (JPGHL) agree to the following terms:
- Copyright: authors retain copyright of their articles and grant the right of first publication to Mangathara Publishing Center (PT Mangathara Media Indonesia).
- License: articles are published under the Creative Commons Attribution 4.0 International License (CC BY 4.0), which allows anyone to copy, share, and adapt the work for any purpose with attribution to the authors and to JPGHL as the original publication.
- Further distribution: authors may deposit the published version in institutional repositories, personal websites, or academic platforms, citing the article and its DOI in JPGHL.
- Author warranty: authors confirm that the manuscript is original, does not infringe the rights of others, and has been approved by all co-authors.
Privacy Statement
Journal of Public Governance, Health and Law (JPGHL) and its publisher, Mangathara Publishing Center (PT Mangathara Media Indonesia), are committed to protecting the personal data of all users (authors, editors, reviewers, and readers) in accordance with Indonesian Law No. 27 of 2022 on Personal Data Protection.
1. Data we collect
- Account data: name, email address, institutional affiliation, country, and username.
- Academic profile data you choose to provide, such as ORCID iD, areas of expertise, and a short biography.
- Manuscript data: article metadata, manuscript files, editorial correspondence, and review reports.
- Technical data: IP addresses and anonymised usage statistics recorded by OJS.
2. How we use it
Data is used only for the journal’s purposes: managing accounts, handling submission and peer review, editorial communication, publishing articles, sending new-issue notifications to users who opt in, and compiling journal usage statistics.
3. Sharing with third parties
Personal data is never sold, traded, or used for commercial purposes. It is shared only as needed for scholarly publishing:
- Reviewers receive anonymised manuscripts without author identities, in line with double-blind peer review.
- Names, affiliations, and ORCID iDs of published authors form part of the article metadata and are deposited with Crossref (DOI), indexing services, and archiving services.
- Data may be disclosed where required by law.
4. Storage and security
Data is stored on the journal server with access limited to authorised staff. Account data is kept while the account is active. Metadata of published articles is kept permanently as part of the scholarly record.
5. Your rights
You may access, update, and correct your data through your Profile, withdraw consent to notifications at any time, and request deletion of your account. Deletion does not apply to the metadata of published articles, to preserve the integrity of the scholarly record.
6. Cookies
This site uses session cookies that are necessary for logging in and managing submissions. We do not use advertising cookies.
