Focus and Scope
Journal of Public Governance, Health and Law (JPGHL) is a double-blind peer-reviewed, open-access journal published by Mangathara Publishing Center (PT Mangathara Media Indonesia). JPGHL is published twice a year, in June and December, and accepts manuscripts in Indonesian and English.
JPGHL aims to be a scholarly forum that brings together public administration, public health, public-sector management, and law within a single public governance framework. The quality of public services, particularly in health, depends on how policy design, organisational capacity, and legal certainty interact. JPGHL therefore gives priority to research that connects at least two of the four fields below.

Scope
1. Governance
- Design, implementation, and evaluation of public policy, and inclusive, efficient, and accountable public services.
- Bureaucratic reform and public-sector innovation: institutional restructuring, digital bureaucracy, e-government, and smart governance.
- Local government and decentralisation: regional innovation, local public leadership, and central–local fiscal relations.
- Transparency and anti-corruption: public accountability, internal and external oversight, corruption prevention, and citizen participation.
2. Public Management
- Strategic, performance, and change management in public organisations.
- Public-sector human resources: leadership, civil-service capacity building, work motivation, and talent management.
- Organisational innovation, social entrepreneurship, non-profit governance, and public–private partnerships.
3. Health
- Health services management: hospitals, primary health centres, clinics, national health policy, and health system governance.
- Health promotion and community health: epidemiology, environmental health, behavioural interventions, and disease prevention.
- Health information systems and digital health: e-health, m-health, telemedicine, electronic medical records, and evidence-based policy.
- Health economics and financing: national health insurance, cost-effectiveness, and equity of access.
4. Law
- Constitutional and administrative law: government law, public licensing, legal protection of citizens, and legislative drafting.
- Health law and medical ethics: legal protection of patients and health workers, malpractice, food and drug regulation, and bioethics.
- Cyber law and digital governance: personal data protection, electronic transactions law, and IT legal governance.
- Environmental law and sustainable development: environmental legal policy, natural resource governance, and spatial planning law.
Article Types
- Original research articles: quantitative, qualitative, mixed-methods, or normative/empirical legal research.
- Systematic reviews: systematic reviews, scoping reviews, or meta-analyses with a clear protocol.
- Conceptual articles: new theoretical frameworks or policy models supported by strong, literature-based argument.
Out of Scope
Manuscripts with the following characteristics will be rejected at the desk-review stage:
- Purely clinical, biomedical, or laboratory research without a policy, management, or health-service governance dimension.
- Software or information-system development without analysis of governance, policy, or impact on public services.
- Purely private, business, or criminal law studies unrelated to the public sector, health services, or government.
- Business management, marketing, or corporate finance research unrelated to public organisations or public services.
- Opinion pieces, popular essays, activity reports, or thesis summaries without a clear research method.
- Narrative literature reviews that only summarise sources without critical analysis or novelty.
- Manuscripts with more than 30% similarity, or that have been published or are under consideration elsewhere.
